Say: Fear God, O people, and follow not the doubts of such as shout aloud, who have broken the Covenant of God and His Testament, and denied His mercy that hath preceded all that are in the heavens and all that are on earth.

Bahá'u'lláh has described those who break the Covenant as 'birds of the night' that dislike the rays of the sun and flee from light, preferring the darkness. The nature of a Covenant-breaker is to perceive the spiritual power and ascendancy of the Centre of the Covenant but not to bring himself to submit to His authority. Instead he rises in opposition against the one he knows to be invested with the potency of Bahá'u'lláh's Revelation.
